Is boarding house business illegal?

I've heard much about some people renting a studio apartment and then build small bedspaces to let someone else stay there as a business. I was wondering if this is illegal as I have thought about it and if you turn a studio type apartment that is worth 6k then divide it into 4 smaller bedspaces then rent it let say around 3k a room then you can actually make 6k out of it. can anyone tell me if this is illegal?

your lease probably stipulates no subletting and you would have to have insurance as a landlord.
