Dog wants to swim out to the sea and never comes back!!

I got a rescue dog around 2 years ago. He would follow me if i go hiking with him. The problem is whenever i bring him next to the sea he just swims out and never wants to swim back.

What should we do?

Keep him on a very long leash and if he won't come when you call, "reel" him in and reward and praise him. Make sure the reward is tasty and something he really likes so that he learns that the treats are more rewarding to him than swimming.
