Dog in and out of HK

Hi

So after reading posts here it seems like the deal for taking dogs in and out of HK is that flying OUT of HK it is up to the airline if the dog can travel in the cabin or not and flying INTO HK all dogs must go in cargo.

Can anyone confirm if this is the case?
