has anyone hired a part-time helper through the labour department - not only to do normal household chores but also to cook chinese meals? are they reliable and good?

We didn't, but my sister did it a couple of times. Her first one was brilliant but had to give up working after about a year. She tried again - and it was not such a good experience. So I think it's a lot like FDHs and any other occupation - there's the good and the bad. Very important to interview properly and include some practical work at that stage as a test.

Yes. I think she went to the Department in person and they referred her to the databse that is accessed through the Dept website. Don't know much more that that - sorry. She's no longer in HK (neither am I for that matter) and it's not a simple matter of picking up the phone and asking her at the moment.
