New direct hire

We would like to hire our helper's sister directly from the Phillipines. Is this a difficult proccess and must it be done by an agency? Are the agency fees fixed, or is there an agency someone can recomend. How long will the whole process take? Is there a minimum age requirement in place or a min. education?
I hope I am not repeating previous posts (quite old now) I have read past posts on this subject but it seems there may be recent changes according to the Consulate web page. Thanks!

We are just starting the process ourselves, without an agency. From what someone told me, if it is their first time as a DH in Hong Kong, then you have to go thru an agency.
