I was wondering the same this today, so I checked out the government website and it does not state it is. the next entitled public holiday is day following Tuen Ng festival in late may. I guess it's up to the employer in the end. here is the website : http://www.labour.gov.hk/eng/public/wcp/FDHguide.pdf

It's not a statutory holiday so does not have to be given.
