Getting a DH - need advice

Can anyone tell me if I can bring in a DH from abroad myself or I 'HAVE to' use an agency. I have a DH who I wish to sign a contract and bring to HK from Phillipines. I have met her whilst she was last visiting HK. Now I'm completing the forms etc but someone told me I cannot just process via the consultate/immigration, that I need to get an agency and she will come to me via an agency - is this correct? I dont see why I should use any agency when I already got the helper and just need to process a visa. Any advice is welcomed.

Thanks OmaH. Having read that, this means the direct hire is possible and those rules to go via an agency has been suspended.

Anyone done a direct hire recently and can give me advice?
