Anyone has the idea if i can get the DH to come over to Hong Kong before the permit is approved!

I didn't expect the application of DH will take up to 12 weeks!!!

Any advise?

In theory she could come over on a tourist visa, leave again for Macau or somewhere, and re-enter when the papers are approved.

However, it is illegal for her to work for you before the permit is approved. I wouldn't want to chance having her deported on that account. Immigrations can put two and two together just like the rest of us.
