Compulsory agency service for helper's first contract? Any advice re male driver/DH's salary for first contract with no driving experience yet in HK?

Please advise if it is compulsory to engage agency services for hiring a helper who's not worked in HK before. I've processed two contracts previously myself as I did not find the previous agency's services useful and everything was fine. But I was told that to hire someone who's never worked in HK before it is compulsory to engage agency service - is that true? Also, I'm curious what other people are paying their male driver/handymen? Thanks.

We did something similar a few months back and were told by the Philippines Consulate that we must go through an agency.
