Do I have to pay for boarding house while waiting for visa?

I am thinking of hiring a helper whose contact finishes soon. She does not need or want to go back home during this time, so during the visa processing period will move to a boarding house. Do I have to pay for her boarding house until the visa is approved, or do my responsibilities for her only start once the visa is approved?

Only once she is contracted to you. Although, note she is entitled to have you pay her fare back to HK from her home country when she does go back for a while (her current employer will pay for her flight home.
