Process of hiring a helper from overseas without agency?

The helper has twice of working experience in HK, The first one is 1 year, and the Second one is 5 months in last month before.

I have already prepared all documents to Philippines consulate. But the officer said I need to through agency in Philippines for apply.

Should I must through agency for apply the visa?

The bottleneck for export of labour is at consulate, maybe keep verify with them and follow their enlightenment is the direct solution to your problem.
