You can try Kindermusik. They have classes in several locations in HK, I don't know about Kowloon Tong, but there may be something in the area. My daughter loves it.

Try Kids Gallery in Kln Tong for Kindermusik. I heard the YWCA along Waterloo Rd does Kindermusik too.
