my gal, at 2, used to enrol the panda playgroup in YWCA which is very good and not expensive (just next to Tiu Keng Leng MTR).

tel.27093388 the panda playgroup is very well-received and easily full. so u have to make note of the enrolment date and try to enrol on the very first day.
