Depends on the terms of the lease. If the lease is silent then it is not different from cleaning the bathrooms or anything else in the flat - it's the tenant's responsibility.

I will usually have them cleaned at the beginning of a tenancy and if the tenant wants them cleaned again during the term of the lease, that is at their cost.

Usually It is not necessary, especially if the lease is silent
