Negotiating next month for 2 yr contract

I'm expecting our landlord to increase the rent on my flat next month as the average in the village has gone up 40-70%.
I currently pay $4000 for a 700sq.ft place with carpark and garden and I am scared that it will go up to $6000-$7000. This might not seem much, but it is to me.
In the four years that I've been here I have done all the maintenance work myself (I like DIY) but now the plastering is flaking off in places where damp has set in. As a result, I've only ever seen (or heard from) my landlord once in the past four years (when I signed after 2, initally I saw his brother as he lives in Canada for most of the year).
I want to offer him to continue at $4000 but I will do all of the plastering, or increase the rent and he can get someone else to do it.
What do you think I should do?

offer just what you've said...but inform him of all the work/upgrades you have already done to the flat at no cost to him. if need be, estimate what it would have cost him to hire someone else to do them.
which village are you in that prices have gone up that much?

A lot of villages have increased in rent that much. Not sure where OP is but certainly in Sha Tin most people are seeing that kind of rental rise in village houses in particular areas.

Yes Landlords are getting the most they can get and are following the market the Che Keng Tuk area is seeing rents up 50%+

I'm on the Sai Sha Road, but towards the Sai Kung end. I used to be the token expat but now, after several new units were built, it seems to be a little expat hideaway and the new guys are happy to pay higher rents as it's still cheaper than their old places.

i'm not too far from you...
before we moved into our current place, my aunt rented it for 7 years. in that entire time, her rent stayed the same. when we rented it, it increased by $800(about 5% increase)...i wasn't going to fight it, i still thought it was a good deal. but, i'm in the country park.
