Hight restrictions

Hi,

Did anyone understand the front page story in fridays SCMP about height restrictions for HK island?
Is it just my lack of understanding or are they going to allow higher buildings to be built futher up the hill, which would defeat the purpose of preserving the natural skyline of the peak?

I'm sure the developers will find a way around the new rules.

I read that the new height restriction is 28 floors? Am I wrong?
