Can anyone recommend a good realtor?

Looking to rent on HK Island- Between Happy Valley and Kennedy Town/Pok Fu Lam

budget- high 10's to mid 20's

I tend to like the realtors at Midland Reality.

Of the 3 locations you have indicated, I believe the only one where you are going to find an apartment within your budget is possibly Kennedy Town. Otherwise you may have to consider a roommate.

Because it may be difficult to find an English speaking realtor in Kennedy Town, call Midland Reality in Pokfulam in lower Baguio Villa -- they all speak English. They might be able to help you find something in Kennedy Town or if it falls outside their jurisdiction, they should be able to refer you to an English speaking realtor in Kennedy Town.

If you have a budget of up to mid-20s and are happy with a small apartment size then you can rent something decent anywhere including Mid-Levels Soho etc. Depending on your time availability try as many realtors as you can: From Staunton Street up there are a number alongside the Escalator, then a couple on Mosque Street and plenty on Caine Road.
