Excelsior Hotel, specifically ToTTS - 398$ sparkling wine, $508 for champagne. Good food, great view.

Try IFC 2 RED (outside PURE Fitness) 4th floor - al fresco.
Unlimited Oyster and champagne. Saw the promo 2 weeks ago..

Ritz Carlton does a champagne one as does the Repulse Bay..otherwise the intercon over on the other side... Many others do unlimited sparkling wine though.

The JW Marriott at pacific Place is starting a really nice upscale champagne brunch, starts Sunday December 11. It is free flowing Piper Heidsik Champagane. The brunch has lobster, cavier and many other upscale items.
