who can we write to, to complain about China - HongKong LoWu immigration policies with regards to bringing in foods?

Inexplicably, you are allowed to bring in vegetables from HKG but not fruits. Of course, HKG allows ppl to take in both fruit and vegetables from China. Must be the cleanliness of china fruit relative to HKG fruit.

Today had a bag of two apples and six oranges in pram with baby; upon an officer checking and discovering fruit, he got told that they were for the baby. He said,"ok, you can take two of the oranges then" and took away the rest of the fruit, no doubt for his feast. What should be done about this ridiculously unreasonable policy of allowing you to take in vegetables but not fruit from HKG?

It all depends on the bilateral trade agreements between HK and China. Countries would allow / not allow food items based on the perceived danger it will pose to its domestic food sources. I am not referring to the commercial aspect, but rather to the pests / diseases that might be present in the fruit and somehow infect their local orchards / fields. You however had fruit for own consumption (I assume), so in theory the customs official could have allowed you (if he was in a good mood) since it is not enough for commercial gain, but they follow rules and have to live by it.


In fact, in some countries you are not even allowed to take foodstuffs across provincial / state borders!


One should start with the Trade Department, who will then discuss it at HK Legco, who in turn will discuss it with Beijing, and if they feel it is of merit, take it up in Geneva at the World Trade Organisation ...
