Try Sanby Trading Company in Gloucester Road, Wanchai. They have the little polystyrene foam beads. Here's their website with their address:

You can buy them in most stationery stores. Several years back I got them from the (only?) stationery shop on Wellington Street.
Just take a few beans with you and ask at the counter. The yhave them in large bags out the back - I don't think they are on display.
Also I have seen them in medium-sized bags in Reliance Stationery - a large stationery shop on Wing Wo St (more a lane than a street that runs between Des Voeux Rd and Queens Rd) in Central - near and opposite Sincere Dept. store.

Wicka Designs also sells the beans for bean bags. Recently bought a bean bag from them, you can purchase either the covers or just beans. Best part about the bean bag is you can leave it outside all day every day!
