If you are currently in HK, you should contact:
Chung Hwa Travel Service (Taiwan)
4/F, Lippo Centre, Lippo Tower 1,
89 Queensway, Admiralty
Better go in person in the morning (after 9am) to avoid the long queue.

Do not move to Taiwan!!!!!!
This is the most foreigner unfriendly country I have ever lived in. I have been in countries in combat that were more 'foreign friendly'.
To explain, if you do not speak Mandarin, forget it. Taipei is maybe 30% foreign friendly. Everywhere else there is nothing but characters, no pin ying, and no one to speak to you. Signs and menus -- mostly 100% characters. Oh, TV? Chinese programs with Chinese subtitles!!!!!
This is not just my opinion. In my TESOL class here, the French and Turk gentleman also agreed with me. Another American I met left after one month. And, a Malaysian and Singaporan (sic) and even a native of Taiwan (all I talked with) in Seoul, all agreed. The Malaysian was a doctor interested in opening a business but a weekend in Taiwan saved him a lot of money.
The Taiwanese attended college and lived in the USA, England and Canada and said he would never return and could not see why any English-speaker would go there.
I am leaving in two weeks and will probably never return.
