Covertly record a private conversation

I was wondering what the rules are for (covertly) recording a private conversation (you are part of) in SAR Hong Kong. Is it legal to record per example covertly a conversation with your employer? I can just find this online: http://www.sb.gov.hk/eng/special/pdfs/cop_e.pdf and it says on page 4 "A person may reasonably expect that his communications would not be listened to or recorded by persons other than those who could hear the communications without the aid of a device".

Would that mean that a person who is participating in a private conversation could record this conversation?
