noisy neighbours

I have been living in the same flat for the past 4 and half years, for not more than 3 years, we are encountering almost every night loud bangs and noises always starting after midnight, sometimes shouting as well.
However until now noone has really been able to identify from which flat the noise comes from, so impossible to really involve the police.
I am planning to prepare a letter in both English and Chinese to distribute to all letter boxes in the concerned area for 1/ try for find out which flat is at the origin of the noises 2/ might maybe warn the noisy neighbours that someone is taking action so they will hopefully tune down 3/ hopefully find allies among the neighbours who are as upset as me with the situation.
My questions are:
1/ anyone with such experience?
2/ not being a native English speaker I would appreciate if anyone had a model for the complaint letter.

You don't have to do the Police's job......have them attend WHEN the noise is occurring and have THEM track it down. Noise is regulated in HK...if someone offends they are guilty of an offence. THe Police have a duty to do the tracking.

That happened to us before (our old address). we called the police, they warned them. But then, things got so bad between us and the NOISY neighbours, we eventually moved out.
Police should be the one confronting your neighbours, or your management. Not you. It's not worth it, and definitely not smart to stick out your neck to let everyone know WHO wrote the letter.

If the noisy neighbour lives in the same building with you, it'd be easier to involve building management and/ or police. I agree with advises not to do the police job yourself to prevent further problems. However if the noisy neighbour lives in the building next to yours (with windows located side by side with yours)that could be tougher. There is this young lady who shouts at their little children EVERY night and make them cry! Her voice really irritates me and while writing this I start to think to contact her building management tomorrow.

I would just move, here in BJ noise is everywhere, but the buildings are usually quiet except for the occasional husband/wife quarrels...
Putting up with it for 4 years??? Why???
Furthermore it is never too smart indeed to stick your neck out in these matters not if you are Chinese but if you are a foreigner even worse.
I did once hear the story of doing it the other way around. This lady in my building had a daughter that played the piano after 10 every day for practice, so she went up after some time and complimented the girl's mother on the progress her daughter was making, that solved the problem right away and nobody had to get confrontational or lost face.
Think about it before confronting anyone...

We encounter the same problems in our flat. What's the polices' telephone number? I strongly doubt we should use the emergency number (999).

yes,we have a expereince like very noise nieghbor upstares,when they pulling they chair and the kids are playing and jumping i call the management first and then they can go up in the next floor,and they came back to us to ask me that if they still noise we can call again...and then at night again its very noise,again!! its ok if in the afternoon or evening,but in until midnight,1am....i call the police and the police came here,cause i said if i did not control my self im going along in the next floor,and i did that cause they not stop to making a noise,im going upstares to say,please dont make very noise specially in the midnight until 1am...and then they told me,chisi la...and last few days when im came back at night,im very angry cause u know ur tired and then u can not sleep because of that noise...i did not control my self,im going to take the midium ball,(basketball)i put in the net in then i bang on the selling very loud until 1hour,that is 12midnight until 1am... and i dont care at that time if they can call the police,and now,they very quiet...its sounds like no nody in there,i think they thinking that peole downstares is very angry,cause u know how many times that the police came here and the management also...they not stop to make a noise,and of course,now we can watch the tele quiet...i hope that ur neighbor thinking also they neighbor,well that is not really easy to stopped them...so goodluck to u!

Each police station (each area) has a non-emergency reporting number for these purposes. You just have to dial 1081 to find out what it is.

I had the same problem a few years back...the neighbours above had this fascination with dropping a whole jar of marbles on the ground and having then roll all over...pretty much every evening! *argh* I went up there, yelled at them...and it only made it worse. Lol
