One of my friend refered me to enjoy 4month Gym at Physical Fitness in HongKong but when I presented my HK ID, I have been rejected because they said only HongKong permanent resident can enjoy this offert, I wish to know if this kind of offert is even legal here?

yes, i had same experience, and i was wondering if this is even legal,
went in with a friend, and they refused me
