Have an Android app called StudioKUMA Call Filter. It works very well.
Sadly, there was some erroneous reporting about this app which may lead some folks to give it a poor wrap on the privacy front. If you read the developer's comments, you'll find this is not the case.

Everytime I pickup from calls with no caller ID, or from potentially unwanted calls, speak in English. 90% they will hang up at once.
For my landline, I filter using a message machine, even when I am next to the phone. When they get the outgoing announcement, they hangup at once.
Gradually, they cross me off their list.
