No, but I can recommend a doctor for people who realise what a mistake they made. He removes eyebrow tattoos (eyeliner to dangerous) and it usually takes a couple of sessions with the laser, the results are good.

My friend had eyeliner tatooed in under her eye, and then the ink ran down into the skin underneath and makes her look like she has green circles under her eyes. Could a plastic surgeon help with something that is diffuse like this?

If you do a permanent eye tatoo, you cannot use an MRI machine if you are in an accident because the magnetic resonance? will actually pull at the tatoo from under your skin and try and suck it out. So if you have a head injury, you are in trouble. Please do more medical research and google it before doing it. Good luck
