Ask the bank. If it's a local card then you can only use it locally, but if it's linked to an interbank system (e.g. visa, cirrus) then you will be able to withdraw money at locations that are so linked. If it's linked, there will probably also be logos on the card itself to indicate that. Or try while here: go to a local HBSC branch and see if it will work in their ATM machines.
