I dropped my laptop and need to replace the hard drive. Can anyone recommend where to go to buy:
1. a replacement hard drive for a Dell Inspiron 8600 laptop
and
2. an external hard drive (which I plan to use for back-up)
Also, some idea as to how much either of these should cost?

If you still have warranty, call Dell, simply tell them your hard drive doesn't work. Less on the details on about dropping the laptop.
If you need your laptop repair, your best bet would be to contact Dell. They do service repairs as well.

Yes, I'm already having a tech person from work try to recover the data. I'd appreciate any info on buying new hard drives (not what to do about the old one).

I bought one for my Compaq in one of the small shops at the back of Star House, by the ferry terminal in TST. Dell probably use Panasonic or one of the other major suppliers, so you need to pull it apart, get the part number etc, or take it with you. Some of the shops there will do the job for you at little or no charge.
