Did you read in the SCMP a while back about a Dad and a son, aged 10, who got arrested on SHouson Hill. The Dad had the 10 year old on his lap and the 10 year old was driving his car onto the drive.
It may be quite a way but you could try the big car park near the Gold Coast hotel during the week, or at a Flea Market called Siu Lam there is a big area that is not used during the week, sort of like a wasteland. Good luck.

GOld Coast is a private estate that has a road running around it, my friend used to practise here, and would be great for your daughter. My daughter's 6 and drives the car now, just a bit of harmless fun that lmost every UK kid did with their Dad.

The car park in the Clearwater Bay Golf & Country Club Marina. (You'd have to know someone who is a member, though, to get in.) During the week, the car park is VERY quiet. And it's quite long.
