TV tuner Card

It absolutely matters if you want what you asked for - a TV Tuner card. There are so many variables based on location and standards.

But you asked for something which can record cable and DVD, so you don't want a tuner card for that, you would need a capture device which connects to the outputs of your cable box or DVD player.

However copy protection, if they have it, on certian programs on the cable and DVD's might prevent the capturing from working. I'm not sure.

U should decide based on your ideal form factor (USB, PCI, etc) and what software you are comfortable with. I've a Pinnacle DVC90 which works for me. But the software is no walk in the park and is more suited to creating movies rather than recording broadcasts.

And take the 10 seconds to fill in your location in your profile please!!!

It will connect to any PAL composite or s-video signal. If you have a pay TV service, you could only connect it to the outputs of the set top box, not the cable itself.

It has nothing to do with the graphics card.

If you want a really simple way to record to DVD, dont use a computer, just get a DVD recorder.
