Registering electric bike help?

If anyone can help me to locate a consultant or an experienced person who could take on the registration and testing arrangements and management of a custom built electric motorcycle, i would be very grateful.

I want it to be legal on the roads in HK. i know it should pass all safety tests etc but i have no time to undertake the reams of administration required to legalise the bike.

Please help.
