Does Lane Crawford sell them? You could try there, or Renommee in North Point (tel 2522 6435), who apparently sell all sorts of hats, including formal, and also make them to order.

If you have any friends/family in the UK, we were very impressed with the selection and prices of hats at John Lewis. (feathers and all)
The cost of the hat, postage and the gift for the friend who ships it to you is less than a hat here!
