On HK island one of the best in my opinion is the whole upper floor of Western Market. Others could be the material shops in Li Yuen Street West (could be East, but I think West).

There are dozens of shops in Shamshuipo selling fabrics - they're also very reasonable.

li yuen st is the "lanes" in central - parallel to pedder st - walk along queens road towards sheung wan and there are 2 lanes with stalls etc down to your right. western market prob has a beter choice - sam shiu po is cheaper...

For something a bit less mundane (and if you like their type of furnishings) the Laura Ashley outlet shop in Citigate Tung Chung is selling a range of their furnishing fabrics - (various different weights). Not sure about the prices - didnt check as not interested at the moment, however most items were marked down by 50%

Sham Shui Po - cheap as chips and loads of choice, can't remember the names of the streets, but there are shops and stalls each specialising in different types of fabrics.
