You can order from Arthur@stscoffee.com. They will deliver to your home or office (small courier charge), I order 4 bags at a time and they don't seem to mind. The Colombian Supremo is my favourite

Lots of choice, main chains have beans and Pacifc Coffee Latin American beans are surprisingly good value), Fuel in IFC sells beans but they are a rich acidic mix so may be to strong for some plus very pricey ($250 for 200g).
My personal favorites for beans are
- WS Coffee, in Western http://www.wscoffee.com.hk/en/
Their golden mandalay beans are very good, WS Coffee is a lovely little hole in the wall cafe @ 192 Third Street in Sai Wan (Western) which sells beans, good grinders and espresso machines
- Moulin Rouge Coffee Express (Small Hole in Wall Cafe in Wan Chai)
This small hole in the wall sells a big range of beans at reasonable price. It is near Wan Chai MTr exit A below foot bridge Btw Jaffe and Lockhart. there is a map on open rice http://www.openrice.com/english/restaurant/sr2.htm?shopid=15517

I don't know about the best, but I order mine freshly roasted from Glory coffee http://glorycoffee.com/catalog/index.php. Mainly because they have organic beans and a very nice water processed decaf bean. The coffee is excellent. I also like Fuel espresso but have never bought their beans home.
