Tom Lee has practice rooms - not sure in which locations altho Tom Lee has quite a few branches around HK.

There is a drum kit at Peel Fresco bar, and a house electro-acoustic and fretless bass. Both bars have amps and mikes. Lots of amateurs go, so bring your sticks/ guitar, whatever and join in. All very informal. I was playing guitar there last week when a guy walked by, saw what was happening, came in and started palying bass with us.
