Ethnic Minorities

Hi, does anyone knows what is going on with ethnic minorities language requirements for government jobs ? I applied for government job and was told that reading and writing cantonese is a must, however I'm born here in Hong Kong, so only able to speak fluent cantonese.....any advise if someone is helping out with this issue ? I am sure the government should hire non chinese people, so that people like Mr Limbu Bhadur won't get unfair treatment.
