removal van access Mui Wo?

Seems silly that police /govt regulations won't allow "permit one time only " or case by case for removal vans up the back of Mui Wo -there is a perfectly good wide road however it is designated emergency only....don't get why an hour or 2 makes such a big deal although agree in principle with daily normal use being restricted re vehicles - HK officiousness...sigh? makes moving house problematic....
