DB Marina water aerator

I am thinking of renting a flat at Coastline Villa overlooking the Marina, I have noticed there are two water aerators in the water around the edge that sound like a non stop fountain, does anyone know if they are on constantly and does the noise from them so loud it becomes annoying.
