Question on Internet Contract Transfers

Hi all,

I have numerous questions on internet contract transfers and want your help (please!).

1) How are the internet contracts transferred?

2) I have been informed that even with the transfer, the new user has to bear the one-time installation cost (for PCCW at least). Is it really the case?

3) What is important to check before agreeing to take over somebody's contract?

Why am I asking? I will be here for only 1 year and PCCW tries to charge ridiculous fees. I-Cable does not offer reasonable 12 months contract (their 24 months contract is cheaper than 12 months one) and people say their service is not good (personally could not find an English speaker to explain myself for days). HKBN is not available in the area I will leave in. So, I may have only two options (bad & worse)...
