Travel Agent Shanghai

I have never used a travel agent in shanghai but need one now to book a holiday for myself, my husband and our parents. So far, the agents recommended to me have tried to sell us expensive packages because we are expats living in shanghai and they assume we are wealthy. We actually require a budget conscious holiday to Beijing and Xian. Any recommendations for good, English speaking agents in Shanghai?

Yes, actually I have been doing some research and I am feeling a little more confident about doing this myself. The quotes I had gotten from travel agents for flights were the same as the prices I saw on the internet, so I will probably organise this myself.
Can you recommend any sites that give hotel ratings from guests? I have stayed in some appalling places in the past and want to avoid that experience being repeated with my parents in tow.

TripAdvisor (http://www.tripadvisor.com) is quite good.
