URGENT: Transit Visa-US PP & US Green Card

Hi all

Would anyone know if people with US pp and US green card will be allowed to get out from the HK airport while on transit? Will the immigration give them transit visa on the spot or do they have to apply for transit visa in US before flying to HK?

HK does not require a visa for US pp.
