Caucasian travel tour to Tokyo

My brother is considering travelling with the family to Tokyo for about 5 days in Easter, but the tours available from HK are Cantonese speaking, is there any English speaking tour available? Alternatively we are considering hire a English speaking Japanese tour guide in Tokyo to show us around for a few days.

Hato bus tours... http://www.hatobus.com/en/ are good for a day or so to see 'the sights'... but what does Brother/family want to experience?... Disneyland/Fish market/anime/cosplay freaks/onsens/Fuji?...
