My understanding is that you cannot get a HK/mainland licence plate for a motorcyle. Such licences are issued only for trucks, buses, vans and private cars. The conditions for getting a licence as such are very stringent - either you have a special "political" status like being on some committee for Hong Kong political affairs or are a representative of the Peoples' Congress (sorry for any errors in nomenclature, don't know the exact names of these posts)or you have a business in mainland China with a registered investment of not less than US$1.5m. There is a quota system for this type of licences. You also need to obtain a mainland China driving licence and get a special permit from the HK Immigration Department for using certain restricted roads at the border. Pretty complicated procedure. If you have any business associate esp one who owns a cross-border transportation business or who drives around in a car with a cross-border licence, you can ask him. Most likely, he can give you more update information as these licences need to be renewed annually.
