In 1992, Professor Frank White, who was then a professor at the University of Hong Kong, saw more and more young people addicted to alcohol and drug abuse, so he advocated the establishment of the Po Wo Youth Centre, which provides a special offer for young people aged 13 to 25 in Hong Kong. Safe environment for registered charities that allow them to self-create. Due to limited funding, there was no fixed meeting place at the beginning, and Puwo used container boxes as the meeting place.

In 1995, Po Wo moved to the old Aberdeen Police Station as its meeting place and was officially opened on April 29 of the same year. In 1998, Dr. Li Zongde GBS and OStJ Justices of Peace took over as chairman of Puwo, dedicated to creating Puwo as the second home for young people, and establishing a space that is 100% young.

Puwo has always adhered to its purpose, motivated different types of culture and arts, hands-on production and cultural relic conservation projects, etc., to allow young people to be creative, encourage them to diversify development, explore the value of life and give back to the community.
