Job Summary: The Business Continuity Management (BCM) team, which operates under the Group Enterprise Risk Management, is responsible for establishing and embedding a robust business continuity and incident management framework of HKEX. This is to ensure the organization to effectively responds to and recover from any disruptions or incidents that may impact HKEX operations. The BCM team coordinates all business continuity activities across the organization, providing advisory services and quality assurance to ensure that all processes and plans are up to standard. Additionally, the team supports the Crisis Management Team, which is responsible for managing and mitigating the impact of crises on the organization. By working closely with various departments and stakeholders, the BCM team ensures that the organization is well-prepared to handle any potential disruptions and can maintain its operations with minimal impact.
Job Duties: Responsibilities: - Act as a Subject Matter Expert of Business Continuity Management, provide hands-on support and advice to stakeholders through the business continuity lifecycle. Perform quality assurance reviews for internal departments and BCM due diligence reviews for third party vendors.
- Facilitate and support the HKEX incident management process by assisting the Crisis Management Team (CMT) on emergency notification, CMT invocation, meeting management and post incident reports. Proactively coordinate with the team on any related matters to enable effective CMT meetings and decisions making.
- Maintain and enhance the business continuity management policy and guidance, which consists of incident management, crisis management and business continuity. Monitor and assess the ability of HKEX in responding to and recovering from operational disruption according to the policy and guidance
- Support the execution of Incident Management and business continuity management controls such as maintaining incident managers, coordinators and business continuity coordinators membership, prepare and conduct trainings and drills including internal, external and industry-wide exercise.
- Perform thematic reviews and trend analysis on incidents to ensure quality, alignment and continuous improvement on incident management aspects
- Develop and maintain site resilience for work area recovery requirements; Oversee IT resilience and disaster recovery testing
- Prepare business continuity management reporting for risk committees, including Key Risk Indicators (KRI), major drill planning, incident analysis and summary
- Ensure the BCM readiness of key projects before business launch
- Stay attuned to industry business continuity management and operational resilience trends and developments, and represent HKEX in external BCM / operational resilience forum or work group meetings
- Address any regulatory and audit issues relating to BCM, support regulatory reporting and discussions regarding business continuity and resilience matters
- Provide and assist the head of BCM to drive business continuity and incident management key activities in accordance with policy and guidance and programme enhancements across the organization, such as operational resilience.
- In performing the above responsibilities, you may be required to work outside of, or extended, working hours to address business continuity scenarios as they develop.
Requirements: - University Degree in Business / Risk / IT, with relevant business continuity qualifications is preferred (e.g., Qualified in PMP, DRII, BCI.)
- At least 6-8 years of relevant business continuity management and/or operational resilience experience with financial markets experience an advantage
- Experience in managing incidents and facilitating drills and exercises
- A proactive team player with good interpersonal, relationship and communication skills
- Ability to partner with department managers and coordinators
- Proven senior stakeholder management skills
- Understanding of financial services or critical infrastructure resilience requirements
- Good analytical capability and attention to detail
- Good judgment and clear decision-making ability
- Ability to prioritize workload in order to meet deadlines and to manage expectations
- Understanding of clearing and exchange house operations an advantage
- Clear and logical thinker with ability to make rational decisions when under pressure
- Fluency in written and spoken English, Cantonese and Mandarin.
