UK University Advice

Does anyone have an idea about the following, which appears to be quite overwhelming for some:

I am a British Citizen, British Passport holder. I have worked in HK for the past thirty years. My daughter is 15 years old, she is born in HK, and has British Citizen in her British Passport.

We want to ensure that we can have 'local' fee status in the UK, so have the intension to send her to boarding school for either two or three years.

Under the eligibility rules, we have quite a few positives, however the major issue is meeting the three year residency rule. It quite clearly states, that full time education does NOT form part of the three year rule, before apply to university.

Is it correct to state, that if my daughter spends two years full time at boarding school in the UK, and perhaps takes out a GAP year, that this will meet the 'Local' as apposed to 'International' fee eligibility?

I welcome commentary.
