How to complaint domestic helper

Hi,

I want to know how to complaint my new domestic helper's work performanc and working attitude.

Before we have a domestic helper working with us 6 years.

This time is first happening in my house, my new domestic helper working with us for six months and her poor work performance as below:

- Dishonest
- Unpunctual
- Do not pay attention to personal hygiene
- Impolite
- Not follow instruction
- Not complete daily reasonable housework
- Cannot cook and unable (or refuse) to learn, we end up have to cook ourselves in occasion
- Always forgot to close main door when she was out for day off

Given her dishonest behavior and poor performance, can send the complaint letter to Consulate General of the Philippines in Hong Kong?

It would be appreciated if anyone can share your experience around this.
