Where to buy recycle material / waste (Plastic )

We are solar panel installation company in HK. We always use hollow plastic tube to hold concrete to make stand. Is there any place we could buy unwanted plastic tube instead of buying new ones? size is 150mm in diameter and around 300mm height.
