Our client, a leading financial institution, is seeking a detail-oriented and analytical compliance professional to join their team as an AVP/VP, Monitoring & Surveillance Compliance. This is a critical role for a candidate looking to apply their expertise across both traditional and virtual asset products, playing a key part in detecting market abuse and suspicious activities. You will be instrumental in enhancing surveillance systems and ensuring the firm meets its regulatory obligations.

As a senior member of the Compliance function, you will be responsible for conducting surveillance and investigations, monitoring client transactions, and responding to regulatory inquiries. You will collaborate closely with front office, IT, and business teams to strengthen the firm's monitoring capabilities and governance framework.

Key Responsibilities:

  • Surveillance & Investigations: Conduct compliance surveillance and investigations across traditional and virtual asset products, identifying red flags and potential market abuse.

  • Transaction Monitoring: Perform ongoing monitoring of client fund transactions, including deposits, withdrawals, and transfers, to identify unusual or suspicious activities. Investigate alerts and irregularities.

  • Regulatory & Exchange Liaison: Respond to inquiries and requests from regulators (e.g., SFC), securities exchanges (e.g., HKEX), law enforcement units, and brokers regarding pre-trade and post-trade controls.

  • Market Abuse Risk Analysis: Support the development of market abuse risk analysis and map trade surveillance controls to effectively address residual risks.

  • System & Rule Enhancement: Analyze, maintain, and enhance rule settings within the trade surveillance and transaction monitoring programme. Perform regular parameter calibrations to ensure system effectiveness and adaptability to evolving patterns.

  • Stakeholder Collaboration: Work closely with internal stakeholders to define, prioritize, and execute initiatives aimed at improving surveillance system capabilities. Collaborate with front office and IT teams on system implementation and enhancements.

  • Suspicious Activity Reporting: Perform internal suspicious transaction/activity reporting investigations and report suspicious cases to the SFC, JFIU, and other relevant law enforcement agencies based on reasonable grounds.

  • Ad Hoc Projects: Manage ad hoc compliance projects as assigned by the team manager.

Candidate Profile:

  • Education: Bachelor's degree in Law, Accountancy, Finance, or a related discipline.

  • Experience: At least 5 years of experience in compliance, trade surveillance, or a relevant function gained within a licensed broker, fund manager, or bank. Exposure to trade surveillance and transaction monitoring, along with hands-on regulatory reporting experience, is a strong advantage.

  • Technical Skills: Familiarity with trade surveillance systems is essential. Knowledge of programming languages such as VBA and/or Python is a plus. Experience leveraging AI tools to enhance compliance monitoring, data analysis, and workflow efficiency is advantageous. Previous experience implementing automated and manual surveillance systems is preferred.

  • Product Knowledge: Strong understanding of a broad range of financial instruments, including equities, fixed income, interest rate products, structured products, derivatives, FX-leveraged products, and virtual assets.

  • Regulatory Knowledge: Solid grasp of regulatory frameworks, including AML, CTF, and market abuse regulations, as well as HKEX rules, the SFO, and relevant SFC codes and guidelines.

  • Skills & Attributes: Self-driven and independent, with the ability to manage cases and drive projects proactively. Strong analytical skills with the ability to handle large datasets and a keen eye for detail. A collaborative team player with excellent communication, numerical, and analytical skills, and a high level of professional maturity. Proven ability to manage multiple priorities in a fast-paced, evolving environment.

  • Communication: Excellent written and verbal communication skills in both English and Chinese proficiency is a must.
