Compliance advisory
- Advise on the design of, set standards for, and provide second-line oversight of retail investor protection controls and monitor adherence in line with SFC requirements.
- Support digital asset offerings, including tokenised securities, from a compliance perspective, ensuring alignment with applicable regulatory requirements.
- Oversee compliance assessments for new digital asset product launches.
- Monitor evolving global regulatory trends and industry best practices to proactively update internal policy and risk controls.
- Review marketing and promotional materials for digital asset products. Provide compliance support in relation to individual client onboarding, complaint handling and investor education.
- Serve as a point of contact for regulatory inquiries from regulators. Lead the preparation of formal responses and disclosures, ensuring accuracy, timeliness, and strategic alignment with business objectives.
Requirements:
- Bachelor’s degree in Law, Accountancy, Finance, or a related discipline.
- At least 7 years of relevant experience in compliance advisory or a similar function; or at least 5 years of relevant experience gained in a licensed broker/fund manager/bank.
- Additional certifications in blockchain, digital assets, or virtual asset compliance are highly valued.
- At least 2 years of recent experience in digital asset compliance, gained through work with crypto exchanges, digital asset service providers, or traditional institutions expanding into digital assets.
- Familiarity with retail client onboarding, suitability and investor protection obligations is a strong advantage.
- Strong understanding of a broad range of virtual assets, such as tokenised securities, stablecoins, spot virtual assets, and virtual asset derivatives/ETFs.
- Technical fluency in blockchain infrastructure and cryptocurrency mechanics.
- Solid grasp of Hong Kong regulatory frameworks, including AML, CTF, and market abuse regulations, as well as the SFO, and relevant SFC codes and guidelines; familiarity with the HKMA stablecoin regime would be a plus.
- Strong analytical skills with the ability to address complex compliance challenges in the crypto space and a keen eye for detail.
- Excellent written and verbal communication skills in both English and Chinese; Mandarin proficiency is an advantage.
Surveillance
Responsibilities:
- Conduct compliance surveillance and investigations for both traditional and virtual asset products and identify red flags.
- Conduct ongoing monitoring of client fund transactions, including deposits, withdrawals and transfers, to identify unusual or suspicious activities, investigate alerts and irregularities.
- Respond to inquiries and requests from regulators (e.g., SFC), securities exchanges (e.g., HKEX), law enforcement units, and brokers regarding pre-trade and post-trade controls or related issues.
- Support the development of market abuse risk analysis and map trade surveillance controls to address residual risks effectively.
- Analyze, maintain, and enhance rule settings within the trade surveillance and transaction monitoring program; perform regular parameter calibrations to ensure system effectiveness and adaptability to evolving market abuse and suspicious transaction patterns.
Requirements:
- Bachelor’s degree in Law, Accountancy, Finance, or a related discipline.
- At least 5 years of experience in compliance, trade surveillance or relevant experience gained within a licensed broker/fund manager/bank. Exposure to trade surveillance and transaction monitoring, as well as hands-on experience with regulatory reporting is a strong advantage.
- Familiarity with trade surveillance systems and knowledge of programming languages such as VBA and/or Python is a plus. experience leveraging AI tools to enhance compliance monitoring, data analysis and workflow efficiency would be an advantage.
- Previous experience in implementing automated and manual surveillance systems would be an advantage.
- Strong understanding of a broad range of financial instruments, including equities, fixed income, interest rate products, structured products, derivatives, FX-leveraged products, and virtual assets.
